Appearance: A blue crystal of ice.

Effect: The practitioner forms a semi-transparent crystal of ice and hurls it at the target out to 50 meters, which then splashes and freezes over them.

What does this freezing do? Is it an immobilization or does it do some form of damage?

It's taken from the video game 'Bleach: The Third Phantom' where it did direct damage, and then had a chance to also inflict the frozen status, which reduced accuracy and evasion, so it's kinda meant to do both, but if you had to choose one for balance, probably used for slowing down the enemy, since there are plenty of direct damage kido out there.
